Demolition begins on Heritage Park redevelopment in Raleigh, more than 1,000 homes planned

Demolition is underway at Heritage Park on the southwest side of downtown Raleigh, marking the start of a sweeping redevelopment that will transform the aging affordable housing community into a mixed-use centre with more than 1,000 residential units.

The redevelopment will expand the site from 122 units to more than 1,000 homes and is designed to better serve low- to moderate-income families. Plans call for walkable community spaces, on-site amenities and retail services as part of a broader mixed-use vision.The Raleigh Housing Authority (RHA), which owns and manages the property, unveiled plans for Phase 1, including a 51-unit senior housing development supported by 9% Low-Income Housing Tax Credits. In 2025, the City of Raleigh committed $1 million in gap financing to advance the first phase.

Construction is expected to begin in January 2027 after demolition and grading are completed. The overall project will be delivered in blocks, with full completion targeted for 2032.

“Affordability and affordable housing are absolutely key priorities,” Mayor Janet Cowell said at a ceremony marking the milestone. “This site is an incredible site. The opportunity, the amenities, this large acreage, to be able to have mixed income, that is a best practice.”

In a statement, RHA said it is “incredibly grateful” to its development team including Brinshore Development, LLC; Raleigh Raised Development, led by Terrell Midgett; Moseley Architects; Torti Gallas + Partners; Kimley-Horn; and BLWall Consulting.

“This transformational project represents a major step forward in expanding quality, affordable housing in Raleigh,” Brinshore Development, LLC said in a statement.

Phase 1 will include 51 units of senior housing, supported through 9% Low-Income Housing Tax Credits and backed by the City of Raleigh’s $1 million gap financing commitment in 2025, the company noted.

Once complete, the redeveloped Heritage Park is expected to house approximately 1,000 residents, reflecting what city and housing officials describe as a strategic investment in mixed-income housing and long-term community revitalization.
