North Carolina House of Representatives legislators have approved the UNC capital projects bill (HB 620) that authorizes state universities to use funds available from gifts, grants, receipts or self-liquidating indebtedness to finance capital improvements, the Carolinas Associated General Contractors (CAGC) reports in its weekly news update.
“These projects have already been through a Board of Governors review but the legislature gets the final say on how they can use non-state money for financing and provides authorization for borrowing money either through revenue bonds or special indebtedness.” The bill now goes to the Senate.
