Construction progressing on Windsor Chavis Nocho Community Complex in Greensboro

Construction is officially underway on the Windsor Chavis Nocho Community Complex, a transformative project that will combine education, recreation and public services into a single, community-centered destination in East Greensboro.

Crews have begun mobilizing temporary fencing, establishing an on-site office, and locating utilities in preparation for the next phase at 1601 E. Gate City Blvd. Asbestos abatement is scheduled to begin the week of April 21, demolition of the existing Windsor Community Recreation Center will happen about one week later.

The contractor for the $48.3 million project is Samet Corporation, a Greensboro-based firm. Samet will oversee the development of the 65,000-square-foot facility, which is scheduled to open in 2027. The City of Greensboro is also working with Cate Services and United Maintenance Group to prequalify subcontractors. A key focus of the project is increasing participation from minority- and women-owned businesses (MWBEs), with outreach sessions held to help connect these firms with contracting opportunities.

The Windsor Chavis Nocho Community Complex will serve as a centralized hub for library services, recreation, and public health support—offering access to city and county resources in a single, modern space. The facility’s community-focused design was shaped by input from more than 4,000 residents and is intended to promote health, learning, and neighborhood connection.The design was led by Vines Architecture and Evoke Studios, both minority-owned firms

The adjacent Nocho Park will also undergo major renovations. Planned improvements include:

  • A regulation-size multi-purpose field
  • A nature-themed play area and relocated playground
  • A full-size covered basketball pavilion and amphitheater
  • Additional parking, shaded seating, wide walking paths and sustainable landscaping

Funded in part by the City of Greensboro, Guilford County, Cone Health, the Public Art Endowment, and the Outdoor Recreation Legacy Partnership, the Windsor Chavis Nocho Community Complex is expected to be a catalyst for long-term economic and social growth.
