Mecklenburg County offers hazard mitigation grants for flood-prone properties

Property owners in Mecklenburg County affected by flood risks can apply for funding through the Hazard Mitigation Grant Program (HMGP) following the federal disaster declaration for Tropical Storm Helene (FEMA Disaster Relief DR-4827). The program provides funding for buy-outs and elevation projects for properties located in FEMA-designated floodplains or those with a history of flood damage.

Priority will be given to those whose properties were directly impacted by the storm.

Voluntary buy-outs:

  • 100% funding: HMGP covers the full pre-disaster fair market value of your property, as determined by an independent real estate appraiser, subject to certain conditions, such as no duplication of benefits.

Elevation projects:

  • 100% funding for elevation: HMGP will cover the full cost of elevating your home to meet floodplain management standards, subject to specific conditions.
  • No Property Management Requirement: Property owners do not need to hire contractors or manage the project. The program oversees the bidding process.

Property owners interested in the program should attend one of several informational meetings hosted by the North Carolina Department of Public Safety (NCDPS) Hazard Mitigation group in January. Staff will be available to assist with the application process and answer any questions on the following dates:
