                        "data": "I-40. In conjunction with the North "
                    },

                        "data": "Carolina Department of Transporta- "

                        "data": "tion (NCDOT), the project will cover "
                    },
                    {
                        "data": "12.8 miles of the highway extending "
                    },
                    {
                        "data": "from the I-440 beltline in Raleigh to "
                    },

                        "data": "N.C. 42 in Johnston County. The pro- "

                        "data": "ject began in the fall of 2018 and will "
                    },
                    {
                        "data": "be completed in 2022. "

                        "data": "The contractor is adding lanes "

                        "data": "throughout the project – expanding "
                    },

                    },

                        "data": "most significant threats to the construction industry,” "
                    },
                    {
                        "data": "said Stephen E. Sandherr, AGC’s chief executive offi- "
                    },
                    {
                        "data": "cer. “However, construction labor shortages are a "
                    },
                    {
                        "data": "challenge that can be fixed, and this association will "
                    },
                    {
                        "data": "continue to do everything in its power to make sure "
                    },
                    {
                        "data": "that happens.” "
                    },
                    {
                        "data": "Nationally, of the nearly 2,200 survey respondents, "
                    },
                    {
                        "data": "80 percent said they are having difficulty filling hourly "
                    },
                    {
                        "data": "craft positions, Sandherr said. All four regions of the "
                    },

                        "data": "country are experiencing similarly severe craft worker "
                    },
                    {
                        "data": "shortages, with 83 percent of contractors in the West "
                    },
                    {
                        "data": "and South reporting a hard time filling hourly craft po- "
                    },
                    {
                        "data": "sitions, almost identical to the 81 percent rate in the "
                    },
                    {
                        "data": "Midwest and 75 percent rate in the Northeast. "
                    },
                    {
                        "data": "In North Carolina, the data indicates two-thirds (66 "
                    },
                    {
                        "data": "percent) of contractors say they are having trouble fill- "
                    },
                    {
                        "data": "ing positions for project managers and supervisors, "
                    },
                    {
                        "data": "while 45 percent say there are difficulties in finding "
                    },
                    {
                        "data": "quality control personnel and 39 percent report chal- "
                    },
                    {
                        "data": "lenges in recruiting Environmental compliance profes- "
                    },
                    {
                        "data": "sionals. Among trades, there is a 100 percent shortage of "
                    },
                    {
                        "data": "pipelayers, iron workers, drywall installers and brick- "
                    },
                    {
                        "data": "layers, while several other trades and crafts also in ex- "
                    },
                    {
                        "data": "tremely short supply. The only categories reporting "
                    },
                    {
                        "data": "less than 50 percent hiring difficulty are millwrights "
                    },
                    {
                        "data": "and traffic control personnel. "
                    },
                    {
                        "data": "Most contractors report that they expect it will ei- "
                    },
                    {
                        "data": "ther continue to be hard to find workers, or even more "
                    },
                    {
                        "data": "difficult than before. Contractors report the pipeline "
                    },
                    {
                        "data": "for adequately trained skilled workers is poor, with 55 "
                    },
                    {
                        "data": "percent saying it is inadequate. "
                    },
                    {
                        "data": "Disturbingly, 34 percent report there are problems "
                    },
                    {
                        "data": "with workers being able to pass drug tests, and 30 "
                    },
                    {
                        "data": "percent say they are having difficulties with back- "
                    },
                    {
                        "data": "ground checks. "
                    },
                    {
                        "data": "In response to the labor shortage, 88 percent of "
                    },
                    {
                        "data": "North Carolina’s surveyed contractors have raised pay "
                    },
                    {
                        "data": "rates for craft workers in the past year. They are also "
                    },
                    {
                        "data": "engaging with career building programs (64 percent), "
                    },
                    {
                        "data": "using staffing firms (45 percent) and engaging with "
                    },
                    {
                        "data": "government workforce development or \\unemploy- "
                    },
                    {
                        "data": "ment agencies (33 percent) among other measures. "
                    },
                    {
                        "data": "Nationally, Autodesk says contractors are also "
                    },
                    {
                        "data": "working to increase productivity. "
                    },
                    {
                        "data": "“Construction workforce shortages are prompting "
                    },
                    {
                        "data": "many firms to innovate their way to greater productiv- "
                    },
                    {
                        "data": "ity,” said Allison Scott, head of construction integrated "
                    },
                    {
                        "data": "marketing at Autodesk. “As the cost of labor continues "
                    },
                    {
                        "data": "to increase and firms look to become even more effi- "
                    },
                    {
                        "data": "cient, technology can enable better collaboration and "
                    },
                    {
                        "data": "ultimately lead to more predictable outcomes. There "
                    },
                    {
                        "data": "is also opportunity in untapped pools of talent such as "
                    },
                    {
                        "data": "tradeswomen, veterans, and young people looking for "
                    },
                    {
                        "data": "an alternative to the traditional four-year university.” "
                    },
                    {
                        "data": "Scott noted that 29 percent of firms report they are "
                    },
                    {
                        "data": "investing in technology to supplement worker duties. "
                    },
                    {
                        "data": "One-fourth of firms report they are using cutting-edge "
                    },
                    {
                        "data": "solutions, including drones, robots and 3-D printers. "
                    },
                    {
                        "data": "Meanwhile, 23 percent of firms report they are taking "
                    },
                    {
                        "data": "steps to improve jobsite performance by relying on "
                    },
                    {
                        "data": "lean construction techniques, using tools like Building "
                    },
                    {
                        "data": "Information Modeling and doing more off-site prefab- "
                    },
                    {
                        "data": "rication. Even as the industry works to address labor short- "
                    },
                    {
                        "data": "ages, 44 percent of firms report they are increasing "
                    },
                    {
                        "data": "construction prices and 29 percent are putting longer "
                    },
                    {
                        "data": "completion times into their bids for new work be- "
                    },
                    {
                        "data": "cause of the lack of workers, putting future develop- "
                    },
                    {
                        "data": "ment and infrastructure projects at risk. "
                    },
                    {
                        "data": "Association officials called on the federal govern- "
                    },
                    {
                        "data": "ment to boost funding for career and technical educa- "
                    },
                    {
                        "data": "tion. They also called on federal leaders to allow more "
                    },
                    {
                        "data": "immigrants to enter the country to work in construc- "
                    },
                    {
                        "data": "tion, let construction students at community and ca- "
                    },
                    {
                        "data": "reer colleges qualify for federal Pell Grants, and make "
                    },
                    {
                        "data": "it easier for firms to establish apprenticeship and "
                    },
                    {

                        "data": "One reason for their worries is that contractors are "
                    },

                        "data": "skeptical of the quality of the pipeline for recruiting "
                    },

                        "data": "and preparing new craft personnel. Nationally, 45 per- "

                        "data": "an event like Hurricane Florence "

                        "data": "cover three phases: Respond, Re- "
                    },

                        "data": "pair and Replace. Clean up opera- "

                        "data": "tions immediately following the "
                    },

                        "data": "storm was a primary objective of "
                    },
                    {
                        "data": "Respond, followed by assessment "
                    },

                        "data": "of the extent of storm damage and "
                    },
                    {
                        "data": "the restoration of essential life, "
                    },
                    {
                        "data": "health and safety services. "
                    },

                        "data": "The recovery phase transitioned "
                    },

                        "data": "into the repair phase as NAVFAC "
                    },

                        "data": "“You don’t want an infantryman’s answer (to this "

                        "data": "problem), because I’ll tell you we can do it with blue "
                    },

                        "data": "tarps and a shovel,” said Davis in his remarks. “That’s "

                        "data": "how we live forward. But we shouldn’t make our fami- "

                        "data": "lies live that way and we shouldn’t make our forces who "
                    },

                        "data": "are training to go back into the fight live that way. This is "
                    },

                        "data": "“For rough scale, NAVFAC Mid-Atlantic, in 2017, the "

                        "data": "year before Hurricane Florence, did $2.2 billion worth of "
                    },

                        "data": "construction across the entire Mid-Atlantic area of oper- "
                    },
                    {
                        "data": "ations,” said Hayes. “When one of your customers tells "
                    },
                    {
                        "data": "you he’s going to go get $2.1 billion (to support the MIL- "
                    },
                    {
                        "data": "CON projects), you tend to say ‘yeah, sure. I’m not "
                    },
                    {
                        "data": "going to worry about that just yet.’ Then here comes the "
                    },
                    {
                        "data": "email that says ‘we got it!’” "
                    },
                    {
                        "data": "“Now I get with my team and say ‘let’s really sharpen "
                    },
                    {
                        "data": "the pencil,’” said Hayes. "
                    },
                    {
                        "data": "Hayes stated that NAVFAC Mid-Atlantic’s goal for the "
                    },

                        "data": "industry day was to explain their strategy to carry out "
                    },
                    {
                        "data": "the Replace phase, which includes the design and con- "
                    },

                        "data": "struction of 31 different construction projects valued at "
                    },

                        "data": "Hayes pointed out that more than $700 million has al- "

                    },

                        "data": "try to take advantage of the federal "

                    },
                    {
                        "data": "women-owned small businesses so "
                    },
                    {
                        "data": "they can get a contract. I can’t tell "
                    },
                    {
                        "data": "you the number of ‘women-owned "
                    },
                    {
                        "data": "small businesses,’ where the "
                    },
                    {
                        "data": "woman is just on paper. It’s some- "
                    },
                    {
                        "data": "one’s wife who has absolutely noth- "
                    },
                    {
                        "data": "ing to do with it. And those "
                    },
                    {
                        "data": "businesses are taking away oppor- "
                    },
                    {
                        "data": "tunities from another company or "
                    },
                    {
                        "data": "contractor that truly is qualified. "
                    },
                    {
                        "data": "And that was frustrating and "
                    },
                    {
                        "data": "brought out in me the need to fight "
                    },
                    {
                        "data": "and right the wrongs that so often "
                    },
                    {
                        "data": "happen in government contracts "
                    },
                    {
                        "data": "and in private contracts.” "
                    },
                    {
                        "data": "Carson says that construction "
                    },
                    {
                        "data": "law offers all parties involved the "
                    },
                    {
                        "data": "benefit of being clear cut with de- "
                    },
                    {
                        "data": "fined goals. "
                    }

                    },

                        "data": "plenty of opportunities to demon- "
                    },

                        "data": "strate to fellow lawyers, contrac- "
                    },
                    {
                        "data": "tors, and other members of the "
                    },
                    {
                        "data": "industry, that women in general "
                    },
                    {
                        "data": "should be taken seriously, and that "
                    },
                    {
                        "data": "Carson in particular should be re- "
                    },
                    {
                        "data": "garded as an expert who gets re- "
                    },
                    {
                        "data": "sults. She mentions her first trial "
                    },
                    {
                        "data": "where opposing counsel took a "
                    },
                    {
                        "data": "look at her and told his client that a "
                    },
                    {
                        "data": "woman meant a slam-dunk victory. "
                    },
                    {
                        "data": "He, of course, was wrong. "
                    },
                    {
                        "data": "“When you’re already being un- "
                    },
                    {
                        "data": "derestimated, you’re going to work "
                    },
                    {
                        "data": "twice as hard to prove them wrong. "
                    },
                    {
                        "data": "And from that point forward, they "
                    },
                    {
                        "data": "develop a new respect and a new "
                    },
                    {
                        "data": "understanding of female attorneys "

                    },

                        "data": "toriously known as one of the slow- "
                    },

                        "data": "est industries to accept change and "
                    },
                    {
                        "data": "evolve with recent technology. "
                    },

                        "data": "Even looking outside of a monitor "
                    },
                    {
                        "data": "screen, the industry is still resistant "
                    },
                    {
                        "data": "to assistance from technology in "
                    },
                    {
                        "data": "progressing manual labor which has "
                    },
                    {
                        "data": "always been the foundation of "
                    },
                    {
                        "data": "building buildings. This is about to "
                    },
                    {
                        "data": "change. The construction industry is at a "
                    },
                    {
                        "data": "tipping point. What is this tipping "
                    },
                    {
                        "data": "point? What is the revolution that is "
                    },
                    {
                        "data": "about to spread across the built "
                    },
                    {
                        "data": "world? Off-site construction. The process "
                    },
                    {
                        "data": "of planning, designing and fabricat- "
                    },
                    {
                        "data": "ing building elements at a site other "
                    },
                    {
                        "data": "than the final location, creating a "
                    },
                    {
                        "data": "more rapid and efficient construc- "
                    },

                        "data": "tion of a permanent structure. "
                    },

                        "data": "tion and other industries but to the "
                    },
                    {
                        "data": "young adults that were pushed that "
                    },
                    {
                        "data": "direction. Numerous studies show "
                    },
                    {
                        "data": "the debt that student loans accrue "
                    },
                    {
                        "data": "and the burden these individuals "
                    },
                    {
                        "data": "live with. Sometimes for the rest of "
                    },
                    {
                        "data": "their life. "
                    },
                    {
                        "data": "“As man as 40 per cent of borrowers "
                    },
                    {
                        "data": "could default on their student loans "
                    },
                    {

                        "data": "pieces of off-site construction "
                    },
                    {
                        "data": "methodologies. Within this report "
                    },
                    {
                        "data": "McKinsey compares the current "
                    },
                    {
                        "data": "growth of construction costs, 2.5% "
                    },
                    {
                        "data": "growth in 2018 which is twice the "
                    },
                    {
                        "data": "rate of other industries, and the sav- "
                    },
                    {
                        "data": "ings that modular construction pro- "
                    },
                    {
                        "data": "vides. Advantages to modular construc- "
                    },
                    {
                        "data": "tion, McKinsey wrote, are that it can "
                    },
                    {
                        "data": "deliver projects 20% to 50% faster "
                    },
                    {
                        "data": "than traditional methods; a poten- "
                    },
                    {
                        "data": "tial for costs savings of up to 20%... "
                    },
                    {
                        "data": "and as ripe market around the world "
                    },
                    {
                        "data": "ready for this kind of disruption.” "
                    },
                    {
                        "data": "In the last two years, material "
                    },
                    {
                        "data": "and labor costs have grown faster "
                    },
                    {
                        "data": "than contractors’ bid for work caus- "
                    },
                    {
                        "data": "ing contractors to have thinner "
                    },
                    {
                        "data": "profit margin, according to this pub- "
                    },
                    {
                        "data": "lihed report. "
                    },
                    {
                        "data": "The two goliaths, owners and "
                    },
                    {
                        "data": "contractors, of the construction in- "
                    },
                    {
                        "data": "dustry are quickly coming to an im- "
                    },
                    {
                        "data": "passe. One that can be mitigated "
                    },
                    {
                        "data": "with the implementation of off-site "
                    },
                    {
                        "data": "construction. Global warming "
                    },
                    {
                        "data": "The summer of 2019 has been "
                    },
                    {
                        "data": "considered record setting tempera- "
                    },
                    {
                        "data": "tures across the United States. The "
                    },
                    {
                        "data": "National Weather Service has even "
                    },
                    {
                        "data": "declared the June of 2019 the "
                    },
                    {
                        "data": "hottest June ever including 90-de- "
                    },
                    {
                        "data": "gree weather in Anchorage, AL. "
                    },
                    {
                        "data": "These factors bring major risk not to "
                    },
                    {
                        "data": "just costs of construction but also "
                    },
                    {
                        "data": "the safety of employees. See this "
                    },
                    {
                        "data": "published report. Contractors, like "
                    },
                    {
                        "data": "Choate Construction, are during "
                    },
                    {
                        "data": "concrete pours at 2 a.m. to avoid "
                    },
                    {
                        "data": "the risks involved with the heat at "
                    },
                    {
                        "data": "their Nashville jobsite. "
                    },

                    },

                        "data": "The current economy is forcing "
                    },
                    {
                        "data": "the construction industry to keep up "
                    },
                    {
                        "data": "and due to the recent recession, no "
                    },

                        "data": "one is volunteering to take their foot "
                    },

                        "data": "off the gas. These three factors "
                    },
                    {
                        "data": "combined are forcing the key deci- "
                    },
                    {
                        "data": "sion makers to become opportunis- "
                    },
                    {
                        "data": "tic. Off-site construction can be "
                    },
                    {
                        "data": "compared to how IKEA manufac- "
                    },
                    {
                        "data": "tures their own furniture. Create a "
                    },
                    {
                        "data": "series of components and provide "
                    },
                    {
                        "data": "instructions on how to put them to- "
                    },
                    {
                        "data": "gether. Now apply that concept to a "
                    },
                    {
                        "data": "building. Through construction tech- "
                    },
                    {
                        "data": "nology known as BIM (Building In- "
                    },
                    {
                        "data": "formation Modeling) contractors are "
                    },
                    {
                        "data": "virtually building a construction "
                    },
                    {
                        "data": "ready model virtually, then dissect- "
                    },
                    {
                        "data": "ing it into a series of components "
                    },
                    {
                        "data": "that make up the overall building. "
                    },
                    {
                        "data": "The term off-site refers to the "
                    },
                    {
                        "data": "process of being able to manufac- "
                    },
                    {
                        "data": "ture the series of components in- "
                    },
                    {
                        "data": "side a warehouse where weather, "
                    },
                    {
                        "data": "construction quality and processes "
                    },
                    {
                        "data": "are controlled and streamlined. "
                    },
                    {
                        "data": "Two of the larger pushes within off- "
                    },
                    {
                        "data": "site construction are prefabrication "
                    },
                    {
                        "data": "and modular. "
                    },
                    {
                        "data": "Prefabrication refers to the IKEA "
                    },
                    {
                        "data": "process. A full run of piping within "
                    },
                    {
                        "data": "the building is virtually built and "
                    },
                    {
                        "data": "then manufactured off-site. The "
                    },
                    {
                        "data": "components are labeled sent to the "
                    },
                    {
                        "data": "site with instructions (Component A "
                    },
                    {
                        "data": "connects to Component B) and in- "
                    },
                    {
                        "data": "stalled. Modular refers to producing full "
                    },
                    {
                        "data": "sections of a building. Repetitive "
                    },
                    {
                        "data": "items found within a building a re- "
                    },
                    {
                        "data": "peated built in an assembly line "
                    },
                    {
                        "data": "with all trades involved. AC Marriott "
                    },
                    {
                        "data": "is a leader in this process producing "
                    },
                    {
                        "data": "the full hotel room (all the down to "
                    },
                    {
                        "data": "installed bedframes and box "
                    },
                    {
                        "data": "springs) inside a warehouse. After "
                    },
                    {
                        "data": "being shipped to site and the units "
                    },
                    {
                        "data": "are stacked on top of another creat- "
                    },
                    {
                        "data": "ing the form of the building as well "
                    },
                    {
                        "data": "as the units inside. "
                    },
                    {
                        "data": "Both of those examples reduce "
                    },
                    {
                        "data": "field labor and construction costs "
                    },
                    {
                        "data": "while providing the ability to control "
                    },
                    {
                        "data": "weather and risk. "
                    },
                    {
                        "data": "Back to the tipping point. The in- "
                    },
                    {
                        "data": "dustry cannot afford to be slow to "
                    },
                    {
                        "data": "adopt. It can no longer have an un- "
                    },
                    {
                        "data": "willingness to change or evolve. "
                    },
                    {
                        "data": "If anything, McKinsey & Com- "
                    },
                    {
                        "data": "pany has produced the ice breaker "
                    },
                    {
                        "data": "for the construction industry. The "
                    },
                    {

                        "data": "ner at Conner Gwyn Schenck PLLC, "
                    },

                    },

                        "data": "professions means Goss is able to "

                        "data": "work in two fields she is passionate "
                    },

                    },
                    {

                    },
                    {

                        "data": "“We review contracts for our "
                    },
                    {
                        "data": "clients. Our goal is to be there for "
                    },
                    {
                        "data": "our clients before they even get "
                    },
                    {
                        "data": "into trouble. I like to work with "
                    },
                    {
                        "data": "clients on the front end and review "
                    },
                    {
                        "data": "their contracts and subcontracts. "
                    },
                    {
                        "data": "We go through them and make sure "
                    },
                    {
                        "data": "they best protect our clients.” "
                    },
                    {
                        "data": "Goss says she prefers taking a "
                    },
                    {
                        "data": "straight and direct approach with "
                    },
                    {
                        "data": "her clients and with opposing coun- "
                    },
                    {
                        "data": "sel. It’s an approach that makes "
                    },
                    {
                        "data": "sense to her because the construc- "
                    },
                    {
                        "data": "tion industry is small enough that "
                    },
                    {
                        "data": "it’s likely she’ll encounter the same "
                    },
                    {
                        "data": "people on future jobs, cases or proj- "
                    },

                    },

                    },

                    },

                        "data": "have to do is say, ‘would it help you "
                    },

                        "data": "out to know that I’m also a licensed "
                    },

                        "data": "architect and I practised for years.’ "
                    },

                        "data": "Their response is usually, ‘thank "
                    },

                        "data": "God, yes.’ Then they roll on with "
                    },

                        "data": "the terminology and everything that "
                    },
                    {
                        "data": "happened with regards to the con- "
                    },

                        "data": "struction and the project. "
                    },
                    {
                        "data": "Goss is admitted to practice in "
                    },
                    {
                        "data": "North Carolina State and Federal "
                    },
                    {
                        "data": "Courts, the U.S. Court of Appeals "
                    },
                    {
                        "data": "mittee) and the American Institute "
                    },

                        "data": "of Architects. She has also spoken "
                    },
