Charlotte approves expanded climate action plan: SEAP+

The Charlotte City Council has officially adopted the Strategic Energy Action Plan Plus (SEAP+), an expanded and updated version of the city’s 2018 roadmap aimed at reducing greenhouse gas emissions and accelerating the shift to clean energy.

Approved during the council’s meeting on Tuesday, May 27, SEAP+ lays out a bold strategy to address the city’s climate and energy goals while also enhancing community resilience. A key addition in the new plan is the inclusion of a climate risk assessment—reflected in the “plus”—which connects energy strategies directly to the challenges posed by a changing climate.

“SEAP+ adoption is another strong step toward our goal of becoming a global leader in environmental sustainability,” said Mayor Vi Lyles. “I am proud of our achievements so far, and I am eager to continue the bold work laid out in this plan.”

The updated plan is the result of a wide-ranging public engagement process. City officials gathered community input through public surveys and outreach events, and worked closely with a Technical Advisory Committee made up of local sustainability experts.SEAP+ not only updates Charlotte’s Greenhouse Gas Emissions Inventory but also introduces new focus areas. In addition to reaffirming commitments to buildings, energy generation, and transportation, the plan now includes a Cross Sectional focus area. This area addresses related priorities such as water conservation, waste reduction, urban heat mitigation, smart data use, and protection of the city’s tree canopy. Workforce development is also being emphasized across all areas of focus.

As Charlotte charts its course toward environmental leadership, officials are encouraging residents to take part in the effort. Small actions—like biking or using public transit, weatherizing homes, and even leaving lawn clippings on the ground—can help support SEAP+ goals.
