The City of Charleston has given a green light to nearly $3.3 million in design funding for two major community projects:
- A brand-new Johns Island Recreation Center (yes, it’ll have a pool!)
- Upgrades to the WL Stephens Aquatic Center and a new Forest Park Playground Recreation Design Center
Funded by the 2023 Parks & Recreation Bond, these projects are the first step in a comprehensive master plan to modernize and enhance all of Charleston’s recreation centers and park facilities.
Construction contracts are expected to be reviewed by council in August, with permitting anticipated to take about a year. Construction on both sites is scheduled to begin next summer and will take approximately 18 months. Community engagement, including public input sessions and design presentations, will be held this fall.
West Ashley: A New WL Stephens Recreation Center
The aging WL Stephens Recreation Center in West Ashley, built in the 1970s, will be demolished and replaced with a new structure. The new building will be between 24,000 and 28,000 sq. ft. and include:
- A 25-meter by 25-yard indoor pool
- An adjacent therapy pool for swim lessons, water aerobics, and rehabilitation
- A multi-purpose community room
- Office and support space for staff
- A new playground
- New tennis and basketball courts
The popular Miracle League Baseball Field—designed for children and adults with disabilities—will remain in place.
“This facility was originally built in the 1970s, so this upgrade will be a game-changer for West Ashley,” said Mayor William Cogswell. “We’re building a modern facility that reflects our commitment to high-quality design and long-term investment in the neighborhoods that make Charleston great.”
Johns Island: A First for the Community
On Johns Island, residents will get their first-ever city-operated recreation facility. The new 50,000-sq. ft. complex will be located near the Hayes Park development off Maybank Highway. Planned amenities include:
- A 25-meter by 25-yard indoor pool and adjacent therapy pool
- An indoor gym with two full basketball courts
- Cardio and group fitness rooms
- A multi-purpose room and two classroom spaces
- A catering kitchen
- Outdoor pickleball and basketball courts
- An inclusive playground and splash pad
“Johns Island has waited a long time for this kind of investment,” said District 3 Councilmember Jim McBride. “This project will create an anchor for community life, health, and connection on the island.”
