Buncombe County to build first standalone EMS station in Swannanoa

Buncombe County is moving forward with plans to build its first standalone Emergency Medical Services (EMS) facility in the eastern part of the county, officials announced Friday.

The Board of Commissioners has accepted a bid from Carolina Specialties Construction for the EMS East project. The new facility will be located at 750 Old U.S. 70 Highway, in front of the Owen Pool, and is designed to reduce emergency response times, address growing call volumes, and improve public safety.

“This facility represents a significant investment in the health and safety of our residents,” said county officials. “Faster response times can save lives and ensure emergency services are better positioned to serve the community.”

The 12,214-square-foot building will feature three double-loaded bays capable of holding six emergency vehicles, including an exhaust-protected bay area, 12 bedrooms, a day room, a kitchen and dining area, a medical supply and equipment storage room, and other support spaces.

Staffed 24/7, the station will house two paramedics, one EMS supervisor, and a community paramedic unit. Parking currently located on the outer lot near Owen Pool will be relocated to 121 Stone Drive.

The project is expected to cost more than $9.99 million. A Notice to Proceed is anticipated in late October 2025, with construction expected to take approximately 14 months. Officials project the facility will be completed by 2027 and fully operational in early 2027.

County leaders emphasized community engagement as the project moves forward. Public information sessions are planned, including a presentation at the Swannanoa Grassroots Alliance meeting on October 13 at 6 p.m., and an appearance at the Community Engagement Market on November 3 from 4:30 p.m. to 6 p.m. at Asheville Christian Academy, 74 Riverwood Road, Swannanoa.

A groundbreaking ceremony at the new site is scheduled for November 20 at 4 p.m., with a rain date to be announced if necessary.

Officials say the EMS East facility will provide faster emergency response in eastern Buncombe County and improve the county’s ability to serve residents in critical situations.
